A new node gets unvetted traffic but it can still be customer data.
Storj have been completely unwilling to disclose what “other” actually is in any detail.
They have previously stated they want to increase node utilisation rates. The ootions for this are: 1. Increase the amount of incoming data. 2. Reduce the number of nodes.

Searching for you at the moment. IF I recall correctly it was a post by John within the last 12 months.
Also, unvetted nodes get traffic calculated differently which means it is possible for an unvetted node to get more traffic than a vetted node. For example, I have a new node less than 3 weeks old. It has already nearly 600gb of disk space used and may even break 1tb in the first month. That traffic is far more than my vetted nodes currently get.
