But I’m conflicted I can’t for the life of me understand why the DOJ and FBI would drop all charges against him when his co conspirator already plead guilty and is still facing up to 20 years in prison. And Steven walks free?

There is one and only one circumstance under which that makes sense. he took a plea deal. A very generous one mind you in exchange for his freedom. I think the FBI potentially has their sights on bigger fish and need Steven’s help to take them down. Its the only bloody thing that makes sense.
